PHILADELPHIA — A Philadelphia police officer who shot and killed a driver turned himself in Friday and was charged with murder in the man’s death as prosecutors released graphic bodycam footage of the fatal confrontation.Officer Mark Dial surrendered on a criminal warrant and was arraigned Friday on charges of murder, voluntary manslaughter, official oppression and four other counts. Dial did not comment as he walked past reporters after the arraignment. A Toronto police officer is facing criminal charges related to a shooting in North York in February that left a man with serious injuries.Officers responded to reports of a man with a knife in the area of Black Creek and Trethewey drives just before 8 a.m. on Feb. 27.At the time, police said a 31-year-old man was walking his dog in a nearby park when he got into an argument with another man. The man with the dog then allegedly pulled out a knife and threatened the other man.In an update on Friday, the province’s Special Investigations Unit (SIU) said a police officer fired his gun twice at the man with the dog and two other officers fired their Tasers at him.Const.
