Justice Department sues Colorado for allegedly segregating people with disabilities The U.S. Department of Justice sued the state of Colorado on Friday, alleging the state failed to take steps to stop segregating people with disabilities in nursing homes. The department’s civil rights division sent a letter in March 2022 outlining alleged violations. It said Colorado had more nursing home residents with “low care needs” – who could presumably live at home with some support – than most states, and ranked poorly in transitioning people out of institutions.Under the Americans with Disabilities Act and other federal laws, states are supposed to pay for support services through Medicaid so that low-income people with disabilities can live in the least restrictive setting that meets their needs. Those could include help managing medications, housekeeping, meal preparation and help with personal care like bathing and dressing, among other services.Colorado has too few service providers, the lawsuit said, especially those helping people find housing that m...

California law to increase minimum wage for fast-food workers won't apply to everyone California’s newest law aimed at raising the minimum wage to $20 per hour for fast-food workers statewide won’t benefit everyone.Workers at restaurants like Panera Bread won’t receive the wage increase because the new law doesn't recognize places that operate "a bakery that produces for sale on the establishment’s premises bread," as fast-food. McDonald’s to phase out self-serve soft drink fountains “This exemption applies only where the establishment produces for sale bread as a stand-alone menu item and does not apply if the bread is available for sale solely as part of another menu item,” the law’s text said. Why the line was drawn at bread remains unclear. "That's part of the sausage-making," Gov. Gavin Newsom said during a news conference when asked about the exemption, Insider reported. For those who aren’t exempt, the law will benefit about 500,000 fast-food workers beginning in April. When it goes into effect, California’s fast-food workers will have the highest guaranteed ba...

Cannabis Banking Moves Closer to Finish Line The decade-long saga of legal cannabis businesses having access to legitimate financial services may come to an end as a key Senate committee passed The SAFER Banking Act earlier this week. The bill is the Senate’s answer to The SAFER Banking Act first passed by the House. It was passed by the House in various forms during the 116th Congress and the 117th Congress. The new SAFER Banking Act is being spearheaded by Senators Jeff Merkley (D-OR) and Steve Daines (R-MT). They have heavy support from the Senate leadership. That’s likely one of the reasons the chains have moved further than ever toward the end goal. This is the biggest first down that activists in support of the issue have ever seen. Now they prepare for the bill to reach a floor vote with a lot of positivity in the air. From there it would be back to the House, hopefully by the end of the year according to one congressional insider with knowledge of the bill. There the House would likely make its own tweaks, pass it, and ...
